Tier 1 – Homeless / At-Risk (Managed by Guardian Light Foundation)

Purpose: Immediate shelter and rehabilitation with wraparound support.

​

Eligibility Evidence Required:

  • Eviction letter, E45 paperwork (with no savings), or Referral from a recognized authority (local council, social services, or verified community partner).

  • ID and proof of current living status (e.g., hostel, shelter, or sofa surfing).

​

Screening Steps:

​

  1. Application received → Guardian Light Foundation verifies documents.

  2. Initial assessment by Foundation case worker.

  3. Allocation to a temporary home (up to 12 months).

  4. Mandatory attendance at Future Skills & Employment Hub training.

  5. Regular check-ins by Mental Health Professionals (counsellors).

  6. Signed-off completion after 12 months → eligible to progress to Tier 2.

Goal: Transform homelessness into independence within 12 months.

Tier 2 – Low-Income Families (Managed by Guardian Light Enterprises Ltd)

​

Purpose: Provide affordable housing for working individuals or families with limited means.

​

Eligibility Evidence Required:

​

  • E45 paperwork (with savings) or

  • 3 months of bank statements showing consistent income.

​

Screening Steps:

​

  1. Application review → income verification.

  2. Proof of employment or benefit status.

  3. Financial review to ensure rent affordability.

  4. Optional enrolment in Future Skills programs to build long-term stability.

Goal: Support stability, savings, and eventual transition to Tier 3.

Tier 3 – General Public (Managed by Guardian Light Enterprises Ltd)

Purpose: Create inclusive communities and promote ethical home ownership.

​

Eligibility Evidence Required:

​

  • Standard financial vetting (credit check, proof of income, ID).

  • For buyers: mortgage approval or proof of funds.

  • For renters: affordability and employment verification.

​

Goal: Generate profit to reinvest into Guardian Light Foundation while keeping homes below market value.
