Tier 1 – Homeless / At-Risk (Managed by Guardian Light Foundation)

Purpose: Immediate shelter and rehabilitation with wraparound support.

Eligibility Evidence Required:

Eviction letter, E45 paperwork (with no savings), or Referral from a recognized authority (local council, social services, or verified community partner).

ID and proof of current living status (e.g., hostel, shelter, or sofa surfing).

Screening Steps:

Initial assessment by Foundation case worker.

Allocation to a temporary home (up to 12 months).

Mandatory attendance at Future Skills & Employment Hub training.

Signed-off completion after 12 months → eligible to progress to Tier 2.

Purpose: Provide affordable housing for working individuals or families with limited means.

Eligibility Evidence Required:

Screening Steps:
